Global Sea Piracy - A multi-billion dollar Problem
Contemporary sea piracy is often carried out by highly sophisticated criminal organizations made up of seasoned fighters and equipped with speedboats, satellite phones and global positioning systems. Organizations have started attacking from more than one ship simultaneously using a number of quasi-military tactics. This has become a problem of global dimensions, and accounts for $13-16 Billion per year in losses.
Systems Approach for Anti-Piracy Measures
A systems approach is required to maximize the effectiveness of anti-piracy measures, we approach the problems using three principles:
Prevent: A mix of passive and active devices to include advanced sensor suites, unmanned surveillance and globally linked information systems will eliminate the surprise element of attacks. Visible signs of surveillance systems to discourage attack.
Protect: Electrified railings, automatic water shields and other countermeasures make boarding difficult. Armed personnel on board, remote controlled unmanned attack vehicles form a defensive force to resist pirate ships and return fire if engaged.
Pursue: Using manned and unmanned surveillance systems to identify and ―tag‖ pirates and their vessels makes high speed unmanned and manned pursuit in watercraft, and aerial unmanned systems track attackers for counter-attack forces more likely to be successful particularly when international rules of engagement may warrant positive identification before attack.
